This option allows us to set the start time for every activity which overrides the overall ProjectStartDate. Programatically, a task can't be moved behind the PreferredStartTime.
For Instance:
Consider, if ProjectStartDate is set to 07/04/2020 and PreferredStartTime is set as 02/04/2020 for the activity whose task name is "Task 5" (Task 5 is a dependent task). All tasks can't be moved behind ProjectStartDate (07/04/2020) whereas Task 5 can't be moved behind 02/04/2020.
